While POTUS delivers speeches on matters of grave importance, and both celebrates the momentous events, and commiserates on the tragedies, the VP takes photos with Scouts, and does all the menial stuff that the President’s staff won’t lets POTUS do because the event in question has a high probability of causing embarrassment, and it is the VP’s job to jump on that hand grenade.
